KASESE MUNICIPALITY SCHOOLS TO SIT JOINT MOCK
All Private and government aided primary school s in Kasese
Municipality will this month sit joint Mock Examinations for the
Primary seven class as one way of checking the academic standards in
the urban center.
The resolution was reached yesterday during a meeting of the head teachers
of both private and government aided primary schools in the
Municipality that was held at Kasese Primary school.
Government Aided primary schools have always been trailing
counterparts the Private in the Primary leaving examinations for a
number of years.

Private schools in Kasese Municipality have been used to doing mock
and end of term examinations sourced from elsewhere depending on each
schools administration wishes where as those of the government have
initially been doing district exams.

The meeting chaired by Gad Mbayahi who heads the Kasese Municipality
Primary Head teachers Association has identified the National Primary
Teachers Forum based in Kampala to set the examinations.
The same board will set the exams for primary four to primary six
pupils who must sit joint exams before sitting independently set end
of term two examinations.
Primary seven candidates will pay three thousand five hundred
shillings while the lower classes pay one thousand shillings each
pupil for the facilitation of the joint examinations process.
The Municipal Education Officer Laurence Turiganya warned the head
teachers against staying away from classroom work adding that they are
contributing to the poor performance in national exams.
Turiganya asked head teachers in government schools to emulate the
supervision systems of classes by private schools management.
He warned head teachers and teachers in government aided schools to
stop reporting late to school because it hinders the morning lessons.

RWENZURURU DECLARES BUSONGORA KINGDOM NULL AND VOID.

The Rwenzururu Kingdom has on Tuesday July 3 declared null and void the establishment of Busongora Heritage Kingdom and the coronation of King Rwigi IV Kabumba Rutakirwa Ivan Bwebale.
Rutakirwa Ivan Bwebale was crowned King of the Basongora and other minority ethnics in Kasese district at his home in Muhokya sub-county on Sunday July 1, a day after Rwenzururu King Charles Wesley Mumbere and subjects celebrated 50 years of existence.
In a press statement signed by the Acting Prime Minister of the Rwenzururu Kingdom Ms. Loice Biira Bwambale, the cabinet sitting on Tuesday resolved not to recognize the Busongora Heritage Kingdom.
The statement of which Daily Monitor has a copy indicates that the Rwenzururu Kingdom has learnt that a so-called King of the Basongora has been installed and the cabinet has come up with a number of resolutions as directed by King Charles Wesley Mumbere.
It was resolved that there cannot be a Kingdom within another Kingdom.

“We cannot have a Kingdom within our Kingdom.  Obusinga Bwa Rwenzururu does not recognise the so-called King of the Basongora, and therefore declares that his coronation that was conducted last Sunday is Null and Void.” The statement reads in part.
The Prime Minister also directed that the Rwenzururu Anthem and flag that were allegedly banned in the area covered by Busongora Kingdom must continue being used as they are recognized symbols of the Kingdom.
Ms. Bwambale in her statement also warns all ethnic groups in the Rwenzururu Kingdom against disrespecting the Omusinga (King), structures and symbols of the monarchy to avoid further provocation.
It was also resolved that the claim of 20 sub-counties by the “so-called” Busongora Kingdom as reported in the press is redundant and laughable because there are no sub-county and district resolutions to back the claim.
The Rwenzururu Kingdom cabinet also asked the central government to come clear on the installation of the Rutakirwa Ivan Bwebale as King of Basongora.
Meanwhile, contrary to what some of the Banyarwenzururu (subjects) were expecting to be an order for violent attacks on the Basongora, the Prime Minister who called for calmness is calling a series of meetings to discuss the matter.
According to her statement, from July 6 to 13, 2012, meetings involving clan leaders, chieftains, Rwenzururu veterans (freedom fighters), youths and scouts, and the Kingdom parliament will be held to assess further the matter.
However, the information minister of the Busongora Kingdom Mr. James Kainamura said he was not in position to comment on the matter adding that he will first consult the higher authority.
Mr. Kainamura said that he has personally been intimidated verbally by sections of the Bakonzo who say “there will be no Kingdom for the Basongora in the district.
Meanwhile, the family of the late Princes Kogere of Katwe-Kabatoro town council has also said they will not recognize the King of the Basongora claiming that Busongora Kingdom is under the leadership of the Babiito clam.
Speaking to Daily Monitor on phone on Tuesday the Babiito clan mobilizer Mr. Yahaya Kyomya Atooki said that “we oppose what happened (coronation) on Sunday because it was done illegally without our consent”.
“We are the royal family that is supposed to rule Busongora Kingdom because of our lineage following the death of Princess Kogere”. Mr. Kyomya said.
He said that the Babiito family has their King in waiting called Bwatali son to Nyabongo the late Princess Kogere’s brother and has his regalia at Nyakatonzi village in Nyakatonzi sub-county.

KILLER GUN CEASED IN KASESE


Security operatives in Kasese district have recovered a gun from a suspected criminal in Busalya village, Muhindi parish in Nyakiyumbu sub-county.
The chairman Kasese district Lt.Col. Mawa Muhindo said this evening that with the help of the local leaders security officials recovered an SMG number 1977Z6088 from Yokinia Muthighandi.
Muthighandi is said to be on the run but officials managed to unearth the gun with twenty three rounds of ammunitions that he had been keeping underground.
It is believed the gun has been used for poaching in the Queen Elizabeth National Park and also terrorizing communities with robbery.
Mawa said that the operation is going on to recover more guns that should have been used in the rampant killings in the district in the rest days.
He called upon whoever possesses an illegal fire arm to hand it over to the police or else the law will take its course on them.

KASESE TAXI DRIVERS IN CONFLICT OVER PARK


There were misunderstandings this morning at the Kasese Taxi Park as two taxi drivers associations locked horns over the management of the place.
It needed the intervention of the Deputy Resident District Commissioner Kasese Aminadabu Muhindo, the Mayor Godfrey Kabyanga and the Assistant Town Clerk Seleverio Mukobi to settle the matter.
The conflict was between Kasese Taxi Owners and Drivers Association (KATODA) and Kangitsi Taxi Owners and Drivers Association a newly established body to run the affairs of the taxi Park.
Kangitsi claims to have won the tender from Kasese Municipal Council to run the taxi park but faced resistance from KATODA who refused to leave office.
It is reported there were verb attacks in relations to the tribal origins of the heads of the two bodies.
The Assistant Town Clerk Seleverio Mukobi told the meeting that Kangitsi won the tender to manage the taxi park following guidance from the Ministry of Local Government.
The Deputy RDC Aminadabu Muhindo asked both parties to work closely to make sure the Taxi Park is run in a transparent way.
The two parties agreed to form a coalition that will work towards the smooth running of the taxi park. END

FDC TO WIN KASESE BY-ELECTIONS, MAFABI


The leader of opposition in Parliament, Nathan Nandala Mafabi has vowed that Forum for Democratic Change (FDC) will defeat NRM in the Kasese woman MP by-elections that will be held on August 8th.
Nandala, told journalists at Grand Holiday Hotel in Mbarara, at the weekend after meeting of Party leaders in Ankole Sub-region to discuss new strategies for development  and leadership of the party.
He said that FDC party will retain the hotly-contested seat, adding that their candidate, Winfred Kiiza, is strong and focused on causing change and development in Kasese than her opponent from NRM.
Mafabi said that FDC is aware that the NRM will mobilize and take all resources including money to Kasese to win the August slated by-elections but they will not manage because FDC is strong.
He added that Ugandans have woken up and they know what they want.
Winfred Kiiza, who has been the area woman MP for six years, lost her seat in June after court of appeal ruling in favour of NRM’s Rehema Muhindo on grounds that electoral commission erred in organizing the 2011 elections for the woman MP in Kasese.
So far Kasese Guide Radio understands that the third candidate Betty Kayesu is joining the race on independent ticket. END

BASONGORA CRAWN THEIR KING


The King of the Busongora Heritage Kingdom Omukama Rutakirwa Ivan Bwebale in Kasese district has today been crowned at a function in his home at Muhokya trading center despite government’s intervention to stop it.
At 2:00pm the Basongora and Banyabindi elders crowned Rutakirwa Ivan Bwebale amid ululations from his subjects in the absence of government and religious leaders.
In his speech, Bwebale said that his Kingdom will have twenty sub-counties that include Kasese Municipality, Muhokya, Katwe, Bugoye, Hima and Nyakatoozi among others.
He said the Kingdom will is ready to work with the Bakonzo in their boundaries and he also commended the Omusinga Charles Wesley Mumbere Irema-Ngoma for being hospitable to the Basongora in his territory.
He said the Kingdom administration will soon invite President Yoweri Museveni for official recognition of the cultural institution.
The Prime Minister Samuel Ntungwa said whoever opposes the existence of the Basongora Cultural Institution should go to courts of law.
Ntungwa said that people should not be confused that there are two Kings on one land adding that they both the Omusinga and Rutakirwa are cultural leaders at the same level.
Rutakirwa then announced his cabinet that is led by Samuel Ntungwa as prime minister, Jimmy Kagoro as 1st Deputy premier in charge of foreign affairs and Muzamiru Bisanga as 2nd Deputy Premier in charge of internal affairs.
However, the Kasese Resident District commissioner Lt. Milton Odongo who had ordered for the halting of the function said he cannot comment on the matter gone ahead with despite his advice.
The RDC met with 246 of the 1995 constitution which says that a cultural institution may exist in any area of Uganda in accordance with culture, norms, wishes and aspiration of people to whom it applies.
But the Vice Chairman of Kasese District local government said the Busongora Kingdom will not be recognized by the district local government until central government communicates its position.
By press time, there was no comment from the Rwenzururu Kingdom because all ministers supposed to speak on behalf of the cultural institution were still busy with the Omusinga’s functions in Bundibugyo. END.
