KARAMBI SUB-COUNTY IN "HARAMBE SPIRIT" AGAINST BANANA BACTERIA WILT


The Karambi sub-county NAADS coordinator Gregory Masereka has said that the successful fight against the banana bacteria wilt will depend on the effectiveness of the task forces set at village level.
Masereka said this during the closure of a one day training workshop for LC One chairpersons and other stakeholders on the control of the banana bacteria wilt held at the sub-county headquarters on Thursday.
He said that the BBW task forces at the village level in Karambi sub-county were effective in fighting the disease when it broke out there in 2007.
During the workshop, the participants agreed on a community action plan to control the BBW that will use what was termed as “HARAMBE SPIRIT”.
The Harambe Spirit will be a collective action against farmers who will not abide by the technical directives towards managing their plantations.
The area LC 3 Chairman Martin Balitebya Masereka said it is high time the by-laws are enforced on whoever sabotages the BBW control programs.
Balitebya added that BBW control demonstration seminars be conducted starting on the plantations of the participants.

OMUSINGA CALLS FOR RESEARCH AND DIALOGUE ON SPLIT OF KASESE DISTRICT.


The Omusinga Charles Wesley Mumbere Iremangoma has asked his subjects both agitating for the split of Kasese district and those opposing to reconcile their ideas before the Kingdom gets involved in the matter.
Addressing a delegation from Busongora Country that agitates for the split of the district who called on him in the Buhikira Royal palace this afternoon, the Omusinga said the central government has always heard two contradicting versions concerning the idea.
Yesterday, the agitators for the split of the district into three-Kasese, Rwenzori and Bwera held a peaceful demonstration asking for a quick action by the central government to take action in their favour.
 The Omusinga in his speech advised that more research on the major points being risen by the two sides be contacted before a final decision is taken by the ministry of local government on what to present to Cabinet.
The Omusinga re-affirmed his earlier position that his office cannot block the split of the district if a clear position is taken by the entire population.
 The Omusinga said he recently met with the Minister of Local Government Adolf Mwesigye concerning the matter and told him that government should handle the split of Kasese to handle it the way they handled the Recognition of the Rwenzururu Kingdom.
The Acting Prime Minister of the Rwenzururu Kingdom Loice Biira Bwambale said that her cabinet will also look into the action points that are centered on research.
The leader of the Delegation Aminadabu Muhindo who is also the Deputy RDC Kasese asked the Omusinga to allow another meeting to express further their views.
The agitator’s delegation included Yohazi Muhindi, Kikusa Mustafa, Jackson Mbabu, Rauben Mwahulwa and Prince Robert the Omusinga’s son-in-Law.

LOCAL GOVERNANCE ISSUES IN KASESE.

As the push for the split of Kasese district into three heats up, some analysts have called for a calm down on the agenda.
The analysts are saying, splitting the district into three administrative Units is a wastage of time instead of improving on the service delivery.
On October 26, 2010 the district council anonymously resolved to split the district to pave way for Rwenzori and Bwera districts.

Those who spoke to us believe that splitting the district may not solve the problems of poor service delivery in Kasese.

The youth are saying government should instead revamp the mining activities in Kilembe, build the long awaited Kasese International Airport, rehabilitate the Katwe salt factory among others as sources of thousands of jobs.

" splitting the district is creating more corruption centers. we want improved service delivery that benefits everyone but not administrative units that benefits on the politicians and the elite" said one youth who preferred anonymity.

On Thursday, less than 100 people agitating for the split of the district demonstrated along the streets of Kasese Municipality calling on government to take a quick decision before the August 8th Woman MP by-elections.

Meanwhile, the Minister of Security in the Rwenzururu Kingdon Mr. Sulait Kule has warned the agitators for the splitting of the district not to bring in issues of tribalism.

Kule warned that whoever brings tribalism into the process of agitating for the split of the district should stand to be held responsible for any consequences that may follow.
